[e4-dev] Bundles moved to platform.ui and spy feature split

Hi,

we are currently discussing, which bundles are moved to the platform.ui
project [1].

During the discussion, the suggestion came up to create a dedicated spy
feature. Main change would be, that the live editor is moved form the
core tools feature to this spy feature.
