I'm only asking because for about a month, I see that there are always failed tests in each build (which may run fine locally); this means I don't really know which daily build I can download and test. Hopefully the underlying issue will get fixed soon.

Because there are tests that failed, as listed in the table sent with the build.  The tests run fine locally.
