API for datatype provider and validator

I missed the former 3 TVT bugs in my
previous petition for they were assigned to incorrect components. The last
one is to add API in SQL tools framework so that consumers will have a
unified API (instead of various utility classes) to handle datatypes (both
predefined and UDT) and the default implementation can be customized freely
by extenders. The fix is mainly augmenting, with limited refactor to sql
dev tools internal classes, with no impact to published/provisional API.
