Policy for DTP has been updated to reflect this change:

I agree and have opened BZ221541 <
https://bugs.eclipse.org/bugs/show_bug.cgi?id=221541> for PMC voting and
community comments on this proposal. I have also made an extension to your
idea for existing tagged plug-ins.
I'd ask everyone to review and comment on the bug. Depending on the
feedback received today, we will decide how to move forward tomorrow
morning (default: we will adopt the proposal described in the bug, unless
someone can post a compelling argument against it.)

John,
I did my first check-in with the new system and discovered why the other
projects include the time in their tags. The problem with a sequential
number instead of the time is:
a) I have to check the history of every plug-in in my delivery to
determine what the tag should be. This is very time consuming.
b) If I determine that I cannot use the same tag for all the plug-ins in
my check-in then I cannot use the release tool. Individually tagging and
manually releasing plug-ins will be very time-consuming and very
error-prone.
I think we should use the time for our tags.

The DTP code line has been changed over to use "qualifier" in the time
stamp and the map files have been updated accordingly.
Committers: You can still check into CVS HEAD as usual, but will need to
follow the process described in the links below in order to have code
appear in subsequent DTP builds. All CVS HEAD code included in the update
window will appear in DTP builds, but commits from now on must use the map
files.

Update Qualifier field and map
files for DTP
As the next step in the DTP build transition, I need to spin through the
DTP code line and do the following:
1. Change the plug-in qualifier fields from the current date stamps to
".qualifier"
2. Tag CVS HEAD for each plug-in with the time stamp (taken from the value
previously in the manifest file)
3. Update the maps files for these tags
(See http://wiki.eclipse.org/DTP_Build_Transition and
http://wiki.eclipse.org/DTP_Plug-in_Versioning_Policy for more details.)
I would like to do this today, but will need a window in which no other
changes to DTP will be committed. So, I'd like to propose that we have a
change window today from 3:30 ET to 5:30 ET during which I will complete
steps (1) -- (3) above.
Please let me know in the next hour or so if anyone has a problem with
this.
Once these changes are made, all DTP committers will need to use the map
files found in the "org.eclipse.datatools.releng/maps" directory, following
the procedures described in the links above.
I will send out an update to this distribution when the changes are
complete.
