These changes didn't actually make it into today build, but I will be
working on them this afternoon. Thus, they will appear in Monday's build.

I'd like to take care of the issue mentioned below for tomorrow's build. I
propose to spin through DTP head and make the following changes (except for
the ODA plug-ins, which will remain as-is):

1. Update all versions to "1.0"
2. Add tomorrow date qualifier to every plug-in (200609291)
3. Update any inter-DTP dependencies for version tolerance, setting the
upper bound to 1.5 inclusive

Please let me know if there are any objections to this, or if you would
like to take care of a specific set of plug-ins yourself (specify plug-in
names and when you'll make the necessary changes).

In the work for https://bugs.eclipse.org/bugs/show_bug.cgi?id=154947, we
added version tolerances to all DTP plug-ins, both in the R091 and HEAD
branches. When surveying HEAD, I noticed that many DTP dependencies were
expressed with a non-inclusive upper bound of "1.0." While this works fine
for the 0.9.1 release, it will cause problems in HEAD as plug-in versions
are updated to 1.0.

I'd like to offer to spin through HEAD and change all DTP dependencies to
upper bound "1.5" non-inclusive. If anyone has objections to this, or would
like to take care of a specific set of plug-ins, please let me know by next
Monday.
