Hi Jiju,
You must add the following manifest header to your MANIFEST.MF:
Bundle-Localization: plugin
I also recommend to use PDE for externalizing your manifest strings -- switch to the PDE
perspective, right-click on your MANIFEST.MF and choose PDE Tools -> Externalize strings...
