[dsdp-tm-dev] tagging at noon CDT

I will be tagging the TM repositories at noon CDT and building from that
for today's I-build. This is a test build to make sure that the build
procedures are in place for tomorrow's RC3 build. I will be attempting to
pick up the latest discovery work as well as any new RSE work.
