Subject	[dsdp-pmc] DSDP Incubator Project

Hi Doug, Dear PMC

as we are moving forward with the 
Target Communication Framework (TCF)
contribution, I thought it might be
interesting to leverage the Eclipse
Parallel IP Process.

As far as I know, a project needs to
be clearly labelled as "Incubating"
in order to leverlage it.

I remember that somebody had proposed
one incubating container per toplevel 
project.

What do you think about a DSDP-Incubator
as host of TCF until the IP is cleared
and TCF can graduate into TM?
