No, I was not aware of that discussion. However there are may be many reasons why DLTK was not mentioned in the paper. Probably it was implicitly assumed as a base for Perl Tooling; or it was mentioned but all the aspects of discussion was not spelled on the page; or such technical topic was not raised at all since it's an early stage discussion. Please do not think about this seriously. 

Actually, when people talking about Python/Eclipse they mention PyDev, and I would agree - Python support in DLTK is still far from what we' like to have. Even more users know about RDT/Aptana comparing to DLTK Ruby - but this is lack of PR "problem" from our (DLTK) side. Regarding DLTK Ruby we shall pay more attention and promote DLTK more aggressively to potential users, and I believe we will do this.

Getting back to Perl, I'm believe in if this project will be started at Eclipse Foundation - sooner or later it will be DLTK-based. Our folks from PHP Development tools is a good example - they was not on DLTK initially but now switching and contributing to DLTK, and PDT planing to start contributing heavily in near future. From our side we need to continue our efforts making DLTK best and attractive platform for IDE implementers, so DLTK would be ultimate choice for them.

As for your efforts in Perl - this summer Eclipse Foundation will adopt new development process, which would allow projects like DLTK to have sub-projects with different levels of maturity, so it looks like new process will help us to add your Perl component as DLTK sub-project seamlessly if you'd like. This could be a good start I think on Eclipse/Perl arena... And Perl Foundation of course free to choose if they would like to start with your Perl IDE implementation, EPIC, pure DLTK, or even from scratch. All this is about freedom, but better implementation usually winning in long-term :)
