As to needing a config.xml file, you can open a bug against Hudson
and someone will clone an existing job for you which you can then
edit to suit your needs [1]. Once that's created (and once you have
ssh access) you can simply log in and look at the config.xml file
if you want to see how the UI is serialized to disk. The file can
also be used to clone a config onto another Hudson instance.
