I wanted to express my deepest gratitude to Lakshmi Shanmugam and
Sravan Kumar Lakkimsetti for their timely and detailed
investigation of this problem! Without their help, I would not
have been able to solve this problem, let alone this quickly!!

As it turns out, contrary to what the one user reported, only the
installer fails to launch and only because the filtered
installers---the ones downloaded for each release that only
install the specific released version of the products---were not
properly signed with "entitlements":

I've fixed the scripts to produce a new *.dmg and Lakshmi has
verified that this fixes the problem.
