3.16 is, according to my records, the target version for the Mars release.

3.15 was just released.

Thanks for reporting this. I am getting the same error trying to install EPUB. I doesn't look like any other feature is affected by this. I believe the problem is that the bundle contains a nested jar and the build was recently changed to use Java 7. I've opened a bug for this:

463331: cannot install EPUB from Mars M6 due to nested jar
