Upgrades are now visible at the repository
site of 
  http://download.eclipse.org/releases/mars/

And EPP packages for M2 are available
at 
  https://www.eclipse.org/downloads/index-developer.php


(I think some packages are still waiting
for a +1 from the package maintainer, but will be made available once those
are received on epp-dev list).
