Is this promotion service something other eclipse project could use or get access to?
I've developed it with this possibility in mind. It's modular and configurable but not documented very nicely. Some time ago I described it on this bugzilla: https://bugs.eclipse.org/bugs/show_bug.cgi?id=339472#c8 . The source code is in Git: http://git.eclipse.org/c/cdo/cdo.infrastructure.git/tree
