If this is the same issue as what I was seeing yesterday, then I would expect it to flip back-n-forth between available/unavailable modes. Whatever Denis fixed yesterday did have an immediate effect for my usage at least.

Nope, I simply tried two or three times and then it worked (though the download was really slow).

That file has a timestamp of 1:46am localtime.
Perhaps the M-build's download page simply arrived before all the files were in place.
