You are correct, this site: http://download.eclipse.org/eclipse/updates/3.4milestones/ will be superseded by sites [1] and [3] and it may simply cease to exist to be replaced by its equivalent 3.5 counter part.
To be precise [1] will contain all the IUs necessary to create a complete product install (minus a few IUs related to the p2 admin UI), however for historical reason (and lack of time) [3] will not be containing the top level IUs representing the SDK.

Sorry, I should have been clearer about which update site I was referring to.  I was 
actually referring to the following update site.

Will this update site be superseded by #1 or #3 in the list below?  Or will it continue to 
live on?
