Data managers in i9 do automatic registration on startup.
 The retry interval
is a config value.  The default is now set as 5 seconds.  I like
to make it a
bigger number (e.g. 10sec) because there are several times in my testing
when
only 3 out of 4 data managers are registered.  

I am setting it as a blocker because as of today, we don't have a good
mechanism to query for all EPRs available on the server.  (bug
218827) It is
difficult to deduce the EPRs of each data manager and register manually.
 So
making sure they register by themselves successfully is important for the
end2end demo.


Risk is low.  It's just a change
in some configuration files.
