Hi Jimmy,

It is safe to assume that i9 will have
at least one complete JUnit execution on a weekly integration build; i.e.,
either Feb 13 or Feb 20. 

It is possible that some of next week's
JUnits will fail, but if that failure is minor then we may defer its fix
to another time rather than respin the weekly candidate. If that failure
is major, like what happened this week, then we have one more chance with
the Feb 20th build. I understand that the major failure that happened this
week should be fixed soon (if not already) and no one has identified any
other expected failures.

(verified by the sub-team leads) prior to Feb 22?
 
If this is at risk, please advise
as this has downstream implications for the i9 post-code complete phase.

Due to the JUnit failures we can't declare the candidate integration build
stable enough to be promoted to "The" weekly integration build.
Because this was the first week using a new process, we'll declare this
build broken and try to make next week's driver good.
