Your statement is not entirely correct. As a conforming incubation project you can use the component in parallel with the IP process after the IPzilla request is approved for checkin_to_cvs. You have to wait for Janet's team to do a quick check of the license before putting the library in CVS; then the rest of the IP clearance proceeds in parallel.
