As I mentioned below, this is the _personal perception_ . And the discussion you suggest is mostly about generic SimRel value, right?
I'm sure you have a lot of arguments to proof your position. And finally you are the person who invests the time to Corrosion release and also PL of Corrosion - so, it is up to you to decide how to organize the release effort.

To be honest, end users of "Eclipse IDE for Rust Developers" most probably will not see any difference. And most probably there is no downstream consumers of Corrosion repository at the moment inside SimRel. I would expect to require all the EPP content to be a part of SimRel - that would be logical to simplify the change management, but I'm not sure that we have such a requirement.
