Incorrect.

OTS, from the OMG, had many releases, including 1.1, 1.2, 1.3 and 1.4. There were breaking changes between several of them, brought by the specification authors themselves or imposed due to (not backwardly compatible) changes in the underlying ORB. For several reasons, one of which was compatibility, the JTS specification chose not to track OTS after version 1.1. Jakarta could do the same with MicroProfile or any other specification/standard it wishes to consume directly from elsewhere, e.g., something developed within OASIS or W3C today. There was no requirement to provide the latest and greatest of any external effort within Java EE.

Also, I believe these were all pretty stable specifications that never changed once included, not to mention they all had backwards compatibility guarantees.
