[che-dev] Che-bot lifecycle

You may have noticed che-bot now has a new icon and started to add 
lifecycle/ labels [1] to the issues.

As explained by the comment added by che-bot issues goes stale after 180 
days and you have 7 days to
protect the issue. Whether you are a committer or not, you can give the 
issue another 180 days by commenting
/remove-lifecycle stale on the issue.

If you are a committer you can add the lifecycle/frozen label to protect 
the issue. Please use this option sparingly.

Hopefully with this automation it will be easier to manage our ever 
growing backlog.
