Hello folks.
Just let you know about some clarification from IP team.
Action item for all TL: please make sure that all your existing and new repositories contain EPL 2.0 license in a root.

Are you asking if a copy of the EPL as a License file should be in the project's repository?  If so, yes!

We have made some changes in the legal doc requirements as per [1].  We also offer some tooling to help projects who are not implementing plugins [2].
