[che-dev] SDK 3.11.X is missing SDK resources which are needed for exten

Hi Guys,

I have observed $subject with 3.11.2 pack and I raised a issue at [1]. 

We are currently blocked with upgrading to latest SDK (from 3.8.0) due to this. 

Missing things in SDK

    1. sdk-tools.jar is missing required dependencies within it (previously all the dependencies were bundled within this jar)

    2. sdk-resources folder is missing required sources for IDE recompilation

    3. missing extInstall.sh file

Is this a bug with packaging? If not, please provide the alternative steps for extension installation.
