[cft-dev] CFT builds migrated to Jenkins

CFT builds have now been migrated to Jenkins. The new URL for the CFT builds is:

https://ci.eclipse.org/cft/

The migration does not affect existing CFT update sites where the product can be installed from. For example, the Oxygen and Photon nightly update sites remain the same as they were before.
