[cft-dev] CFT 1.1.0 RC3 available for testing

Hi,

We have a CFT 1.1.0 RC3 available for testing:

Please test thoroughly as we are fast approaching release date for Oxygen.

The only change in RC3 compared to last week's RC2 is a fix for this issue:

In particular, please test republish scenarios (server publish, push, and update and restart) on applications that have both manifest.yml file, and those that don't, to ensure republish occurs correctly without exceptions
