Here are my instructions:
1. eclipse 3.5M4 from eclipse project downloads
http://download.eclipse.org/eclipse/downloads/
2. download CDT 6.0 I200812171517 (M4) locally.
3. "Install new software", "Add Site" downloaded CDT M4
4. Enable all the CDT features then disable everything related to Mylyn, i.e.
as far as I can see "Mylyn Bridge" item only
5. Try to install. Still mylyn is required.

Upon further examination, it appears that it's "CDT Master Feature" that
requires mylyn:
"org.eclipse.cdt.master.feature.group 6.0.0" requires
"org.eclipse.cdt.mylyn.feature.group [5.0.0.200812171517]" 

According to Doug, "The master feature is our trick to ensure we can build
everything at once. It shouldn't be visible to updaters."
