[cdt-releng-inbox] [Bug 205942] cdt-master zip doesn't contain xlC feature

Yeah, i see them in the cdt-master zip file too.
Tried it again:
1. Install e.g. eclipse-cpp-europa-fall-win32.zip
2. Use cdt-master-4.0.1-I200709251200.zip
3. xlC doesn't show up
.log file says:
1. Install e.g. eclipse-cpp-europa-fall-win32.zip
2. Use cdt-master-4.0.1-I200709241202.zip
("RC3-final") or cdt-master-4.0.1-I200709251200.zip

The file that's in the cdt-master zip is 4.0.0, not 4.0.1
