[cdt-dev] IIndex.getFilesWithUnresolvedIncludes() returns excluded files

I found that IIndex.getFilesWithUnresolvedIncludes() returns excluded 
files.
I think this is kind of strange as I would not expect "excluded files" 
to be in the indexer.

Is this by design or is this a bug?

In both cases what is the best way to check whether the file is a 
excluded file?
