[cdt-dev] CDT 9.2 RC4 same as RC3

Hi,

the CDT 9.2 RC4 build is now available.  It is the same build as RC3, so I didn't actually create a new location.

The RC3 location can be used: http://download.eclipse.org/tools/cdt/builds/neon/milestones/ur2-rc3

Again, it is based on commit: ebb8212e4a1f4829ac20cdb585f3a886892d930a

The Simultaneous release contribution was previously updated by https://git.eclipse.org/r/85903
and need not be changed.

We now have a quiet week in case something major is found, and then Neon.2 with CDT 9.2 will be released on December 21st.

A last sanity check would be nice... just in case.
