What about moving it to cdt.util? It's already in the CDT p2 repo (but not the train). Here's the description of the feature "Miscellaneous and experimental utilities not intended for wide audience." I think it would be a good fit and it would be easy to move. But as Markus said, since it references internals, there will be discouraged access warnings, which isn't too bad IMO. That way, extenders that use the SDK can also install the utilities separately (from the CDT p2 repo) which is still more convenient than getting it from git.
