Yes, the CDT 3.1 works only with Eclipse 3.2.
You could take any eclipse 3.2 build >= 3.2RC1.

No problem, the patch is quite small so I could apply it by hand in case
you have a problem with getting Eclipse 3.2

I've actually tried to build HEAD, but it appears that it depends on
some 
classes not present in Eclipse SDK 3.1.2, so I'll have to get SDK HEAD
as 
well. This might take some more time.
