[cdi-dev] Initial prototype of breaking up TCK into a core and web profile set of tests

I have started a branch in the jakartaredhat fork of the cdi-tck project that separates the tests out into a set of core tests that only depend on the APIs that are in waves before CDI, and do not have a dependency on a web profile container. The remainder of the tests are in a web based profile in a new cdi-tck-web-impl in the web directory.

I still need to update the dist build and the TCK testng files to match the refactored tests.
