I agree, the empty process template is confusing at best. How about splitting this up as separate templates: an "almost empty" process with just a Receive and one with just a Pick activity? (but we should probably call them "Incomplete" rather than "Empty" Processes) At least those won't have validation errors.

Indeed.
But by valid, I did not mean runnable. I meant you don't get a red
cross on your file. The BPEL validator does not mark the file with
the other templates.
Anyway, if everyone agree, we can start with the warning appraoch in
the wizard when a user selects the empty template.
