I can't reproduce your issue in my workspace.
There is a issue:

It maybe same to your scene. You can take a look.
If true, this issue has been fixed last year. I don't know what is the bpel build system. But if you check out the latest codes from cvs
you should not have the issue.

I cannot import a wsdl using a URL in the import wsdl dialog. The
message at the bottom just says "Failed to load" and I see following
error in the log files. If I save the WSDL to the disk first and then
import a file instead of a URL it works.
