Description:
If set absolute path for BIRT_VIEWER_DOCUMENT_FOLDER, BIRT_VIEWER_IMAGE_DIR, BIRT_VIEWER_LOG_DIR in web.xml, also try to make dir, if fail, create default folder in ${java.io.tmpdir} folder.
