Summary Listen on resource changes to refresh library explorer to show the up to date changes of libraries.

Description
By using new model api to listen on resource changes. If the library changes, the library explorer will refresh to show uptodate library outline.
This is the remaining part to support refreshing for creating library.

manual test.
