Fix 146213 Drill-through link to toc doesn't link to toc point in html/pdf

- Bugzilla Bug (s) Resolved: 146213

- Description:

When preview report, if the document instance is existed, then check the base path. If it is /frameset, will use the document parameter value to do the preview.

If the path is /run, will check whether the _document in URL is not null, if no, use the parameter in the document.
