This checkin provides the source for the following features and plugins:

After these items are added to the build, and the BIRT online help will appear as three separate books in the help UI:
- BIRT Charting Programmer Reference
- BIRT Programmer Reference
- BIRT Report Developer Guide
- Tests Description :
Open online help. Check for the three entries.
