[birt-dev] CheckIn: 138292 TemplateReportItem should allow UserPropertie

Summary:

Changed ROM and writer to support user properties for TemplateReportItem.

Fixed one bug in DocumentUtil. When the report element uses styles in the library, the element in the output document should have style properties as its local values.

1.    Changed ROM to allow user properties for TempalteReportItem.

2.    Revised algorithms in DocumentUtil.java

3.    Updated test cases.
