After invesitgation, this should be a bug of Jboss.

 

Currentlt,we create the document fold besides the working folder. And the first half part of the document fold name is same with the working folder. Jboss find the first part name same then get into the document folder, so no web.xml can be found there.

 

I change the document folder inside the working folder without any part name duplicated. The error is not throwing out any more.
