Description:
Added engine scripting public api to the published Javadoc. This API now appears in the table of contents in the online help for BIRT. The build script was modified slightly to make the various targets consistent.
Tests Description:
Test that build script creates a doc.zip that contains the scripting API and that the table of contents links to those files.
