Apologies for the delay. Babel has been set up to work with Eclipse
projects. If you can submit your map file as part of an existing
project, that would be our easiest way out.
Specifying multiple map files will not affect how language packs are
created. It's purely structural.

Now I have a new question: we need to include Pulsar on Babel too, but
since Pulsar is not a project, it does not have a project metadata that
I can update and submit its map file. Is there another way to submit a
map file for Pulsar? We think it would be better to keep Pulsar map
file separate from Sequoyah's, but if there's no other solution, then
we will add Pulsar packages to Sequoyah's map file.
