Yes, we just need a +1 from the PMC (this list) to validate the release. Everything else (process, IP review) is good from our perspective.

IMHO one +1 vote is enough, so I'll proceed with the release.

Here is the part of the project handbook:

“To engage the PMC, the project lead or a designated project committer should send an email to the PMC’s mailing list with a request for approval of the progress review. The PMC will respond with feedback or a simple +1 indicating approval.”
