[aspectj-dev] Commit rights for Matt Chapman have been expired

tools.aspectj Committers,
Adrian Colyer has expired the commit rights for Matt Chapman (mchapman). 
The reason for this change is:

Eclipse is initiating a clean-up for inactive committers on projects.
According to the Eclipse statistics Matt has not committed to the project
in over 12 months and in accordance with the Eclipse Project Charters his
commit rights have therefore been removed.
