Yeah, that's intentional.
Downloading JavaHelp (jh.jar) requires
one to click through a license agreement and we didn't feel that letting
the autodownloader do that on your behalf invisibly was a good idea and
we just couldn't come up with a maintainable way to have the autodownloader
proxy the display and clicks required (can we generate or accept the agreement
in a proxy?).
The long term plan is to replace JavaHelp
with Eclipse Help and be done with it.
We are looking for resources to work
on that for R0.5. Chris K. has the plan pretty well worked out.

Hi,
I started IDVT using today's build:

and it seems the Installer is not downloading JavaHelp
