[andmore-dev] SWTChart and DDMUILib

It looks like SWTChart has been approved in Orbit for reuse, so when we 
do fork the DDMUILib code due to JFreechart not passing eclipse IP, we 
should use SWTChart as the replacement.

I've opened a CQ for this request.
