Yes, you can use an existing, running Tomcat server and rig Eclipse to
deploy to it. This is, however, not a newcomers' forum question. Please
post in the Eclipse web tools forum instead.
I'm not going to answer you because I don't prefer to do debug this way
and have never myself done it, but I had a colleague who preferred to do
this, and I watched him cycle through edit-debug-correct, etc., so I
know it can be done. You'll likely encounter someone with knowledge in
the Eclipse web tools forum.
