You might want to have a look at bug 205716:
https://bugs.eclipse.org/bugs/show_bug.cgi?id=205716

It seems that you can only add a service handler programmatically by
now. Without ever having tried it myself, i think you should use
RWT#getServiceManager().registerServiceHandler( ... ).
