Hello,
Yes it is. On your RCP plugin project, in the .product configuration file, go to the Dependencies tab and add all the papyrus plugins. Then to make sure papyrus dependencies are added to click on "Add required Plug-ins". That should do.
Launch your RCP and work on Papyrus. In case you get an error due to a class missing, read the error log, found out the class and then u can use the internet to search what plugin provides that class. Go back to your RCP .product include the missing plugin, rinse and repeat.
